Dubai municipality is the sole competent authority in developing the spatial structural plan for the Emirate of Dubai.
The latest of these structural plans is Dubai 2040 (“The Plan”), which was launched in 2021. The Plan is a long-term strategic plan to guide urban development and support His Highness’ vision of making Dubai “the best city to live in”.
Dubai 2040 will direct development in a coordinated manner through its structure plan approach, including strategies, principles, policy directions, and initiatives to serve as the guide to other lower-order plans.

The movement of pedestrians, bicycles, and sustainable mobility means across the city will be facilitated.
Land area for hotels and tourist activities will increase by 134%, and for commercial activities, it will increase to 168 square kilometres.
Nature reserves and rural natural areas will constitute 60% of the emirate’s total area.
Several green corridors will be established to link the service areas, residential areas and workplaces.
Green and recreational spaces will double in size.
Land area for education and health facilities will increase by 25%.
The length of public beaches will increase by 400%.

Upgrade Dubai’s urban areas: Deira and Bur Dubai, Downtown and Business Bay, Dubai Marina and JBR, and two new centres – Expo 2020 Centre and Dubai Silicon Oasis Centre.
Develop a comprehensive legislation and plan a governance model to support sustainable development and growth.
Safeguard the emirate’s cultural and urban heritage and strengthen citizens’ attachment to older neighbourhoods.
Improve the efficiency of resource utilisation.
Develop vibrant, healthy and inclusive communities and double green and leisure areas to provide a healthy environment to residents and visitors.
Foster greater economic activity and attract foreign investments to new sectors.
Provide sustainable and flexible means of mobility.

The Plan has identified the following key spatial opportunities:
Leverage Dubai’s diverse population and economy to create a unique, people-focused sense of place.
Expand natural conservation areas, create urban-rural natural connectors, and increase urban green space to enhance environmental sustainability.
Capitalize on existing development to create a connected hierarchy of centers, bringing residents closer to where they work, shop and recreate.
Promote infill development and maximize public transit investments, to maximize the efficiency of existing and planned infrastructure.
Expand affordable housing options and regenerate aging residential communities.
Provide opportunities to increase
density and land use mix to reduce automobile dependency and separated residents from key
amenities in these low density
communities.
Dubai should adapt its built
environment to positively respond
to climate change, accelerate its
net-zero plans through sustainable
resource use, and green space
provision.
Increase the use of key existing
infrastructure in the urban areas.
Provide a seamless, proactive,
and an integrated urban planning
system to promote consistency
and coordination for the public
and private sector.
Meet the future area demands with
flexible approaches to regeneration
such as zoning and flexible built
space that addresses the emirate’s
economic ambitions.
